Shelby County District Attorney Steve Mulroy’s refusal to charge felons is an attempt to “address racial disparities” and keep criminals out of prison, according to The Daily Memphian.

“I think it will help with the racial disparities we saw in that particular offense, which was really off the charts,” Mulroy said.
